Rhode Island requires insurers to amp up value-based payments

The Rhode Island health insurance commissioner announced an overhaul of the office's "affordability standards," requiring insurers to increase the percentage of their primary care networks that operate as "patient-centered medical homes" by 5 percentage points in 2016. The new standards also say that at least 30 percent in insurers' payments to providers should be made outside of fee-for-service models, which reflects the state's commitment to rewarding cost efficiency and quality rather than volume, Rhode Island Health Insurance Commissioner Kathleen Hittner said in the announcement. "My office is committed to holding premiums in check through our annual rate-review process and directing insurers toward practices that change the fundamental factors underlying high medical expense growth rates," she added.
