The federal health insurance exchange website continues to suffer technical problems, private exchange competition continues to grow and partisan bickering continues among among lawmakers. It all adds up to a challenging exchange environment for insurers and consumers alike.

But what about those operating the exchanges? To find out how state agencies that manage exchanges are surviving open enrollment season, FierceHealthPayer turned to Cynthia Crone (pictured), insurance deputy commissioner of the Arkansas Health Connector, a State Partnership Marketplace.
